The ITAR applies a policy of denial to defense articles and services for the countries in 126.1: a comprehensive policy for Belarus, Burma, China, Cuba, Iran, North Korea, Syria and Venezuela (126.1(d)(1)) and qualified policies with country-specific exceptions for Afghanistan, Central African Republic, Cyprus, the Democratic Republic of the Congo, Eritrea, Haiti, Iraq, Lebanon, Libya, Nicaragua, Russia, Somalia, South Sudan, Sudan and Zimbabwe (126.1(d)(2)). Exemptions are generally unavailable for these destinations, and articles may not travel on conveyances owned, operated or leased by them (126.1(a)-(b)). The Cyprus suspension runs to 30 September 2026 in the text and is extended to 30 September 2027 by a final rule effective 1 October 2026 (91 FR 57787). The EAR sets its own embargoes and special controls in Part 746 (including Cuba, Iran, North Korea, Syria, Russia and Belarus, and the Crimea and covered regions of Ukraine), which must be applied alongside the Country Chart and Country Group D:5.
This control maps to 13 controls across 1 other frameworks. If you already hold one of them, the evidence you collected for it is the starting point here rather than new work.
Every mapping shown was judged rather than inferred from wording similarity, and the ones that failed review are published too. See the coverage reports and what was rejected.
The graph holds this control, the 13 it maps to, and the evidence behind each claim, over MCP and REST.
