Following an order of review, a licence is required to export, reexport or transfer to or within Russia or Belarus: any item on the CCL; foreign-produced items under the Russia/Belarus/Crimea FDP rule and the military end user and procurement FDP rule (footnote 3, policy of denial, no exceptions beyond the entry); items in Supplement No. 2 and listed ECCNs when the exporter knows or cannot determine that they are for deepwater, Arctic offshore or shale oil and gas exploration or production (BIS may inform of more); industrial goods in Supplement No. 4, itemised items in Supplement No. 6 and luxury goods in Supplement No. 5 by HTS code (including parts and components other than minor fasteners); and EAR99 enterprise software (ERP, CRM, BI, SCM, EDW, CMMS, project management, PLM, BIM, CAD, CAM, ETO, CNC operation) and its updates. Exclusions cover deemed exports (other licence requirements still apply), mass market encryption items and that software for subsidiaries and joint ventures of U.S. and A:5 or A:6 companies and diplomatic missions, coalition-country reexports from the FDP rules and de minimis counting of AT-only and EAR99 content, and software for exclusively agricultural or medical entities. Review is a policy of denial, case by case for safety, wind-down of non-D and non-E companies, humanitarian, government and space cooperation, replacement licences, U.S. and A:5 or A:6 subsidiaries and joint ventures, and civil telecommunications; only listed portions of TMP, GOV, TSU, BAG, AVS, ENC, CCD and MED are available; applications may cite '746.8' and the paragraph in Block 9.
This control maps to 1 controls across 1 other frameworks. If you already hold one of them, the evidence you collected for it is the starting point here rather than new work.
Every mapping shown was judged rather than inferred from wording similarity, and the ones that failed review are published too. See the coverage reports and what was rejected.
The graph holds this control, the 1 it maps to, and the evidence behind each claim, over MCP and REST.
