NHS England HTM 06-01 Electrical Services Supply and Distribution (2017 Edition) 8.21-8.30: Access, security and maintenance space in substations and switchrooms

Substations should have vehicle access for plant replacement and be arranged to prevent unauthorised access (HTM 06-03). Internal HV substations need at least 1 m clear on sides, rear and front plus withdrawal depth and headroom 1 m above equipment; LV switchrooms at least 0.8 m on all sides. All cables and equipment should be serviceable and replaceable without altering the room. Substations and switchrooms are to be used for nothing else: no storage (other than switching and test equipment in LV rooms) and no other services passing through, including drainage.
