ISO 9001:2015 6.1: Actions to address risks and opportunities
When it plans its QMS, the organization takes into account the issues from 4.1 and the requirements from 4.2 and identifies the risks and opportunities it needs to address so that it can be confident the system will achieve what it is meant to, strengthen wanted effects, prevent or lessen unwanted ones, and bring about improvement. It plans the actions it will take on those risks and opportunities, how it will build them into and carry them out through the system's processes, and how it will judge whether they worked. The actions must be in proportion to how much the risk or opportunity could affect whether products and services conform.
