In implementing and complying with the standards, a child safe entity provides an environment in which Aboriginal and Torres Strait Islander children's right to cultural safety is promoted and upheld (s 11(2)). The QFCC Guidelines treat the universal principle as equal in weight to the standards and give eight cultural safety indicators: transformational unlearning of bias and racism; co-designing policies with communities; a holistic social and emotional wellbeing approach; shared power and decision-making; dedicated resources for First Nations-led initiatives; leadership priorities and accountability for cultural safety; operating on Aboriginal and Torres Strait Islander terms of reference; and progress measured by community-defined success indicators.
