Governors must hold frequency within a band suited to the load at steady state, with droop and the dip on one-step full load application inside the load's tolerance and recovery as the load requires. Fuel and cooling water solenoid valves near the set run on battery voltage and need manual (nonelectric) operation or a visible, accessible, labelled manual bypass that is not the emergency shutdown valve.
