Handbook chapter 6: the proponent appoints a member of the NABERS Independent Design Review panel, independent of the design team and the Estimator, whose review must finish before the construction certificate (or equivalent) is granted. The Reviewer examines at least the mechanical, electrical, control and architectural drawings and specifications, obtains missing content, has risky assumptions addressed, and reports a project summary stating whether the target is likely to be met, risks across the eight categories and a final risk checklist. The National Administrator reviews the reports and may terminate the agreement or change the target before signing off and issuing the Commitment Agreement certificate. If the target is missed in the first two ratings only because emissions factors changed, the agreement may be marked achieved on the factors current at the date of agreement.
