Australia Model Code of Practice: Managing Risks of Hazardous Chemicals in the Workplace 1.3a: 1.3 Manage chemical risk by the systematic process, hierarchy and worker consultation

Risks are managed through a systematic process: identify hazards; assess risks where needed (not required for known risks with known controls); eliminate risks so far as reasonably practicable; where not possible apply the most effective reasonably practicable controls under the hierarchy, which ranks elimination first, then substitution, isolation and engineering controls, then administrative controls, then PPE; and review. Where controls change how work is done, consult workers, develop safe work procedures and provide training and supervision. A PCBU must consult workers who are or are likely to be directly affected, including contractors, labour hire workers, outworkers, apprentices, trainees, work experience students and volunteers, and they may be represented by a health and safety representative (WHS Act s 47).
