Australia Model Code of Practice: Managing Risks of Hazardous Chemicals in the Workplace 1.2a: 1.2 Eliminate or minimise hazardous chemical risks and meet the Part 7.1 duties

A PCBU must ensure so far as reasonably practicable that the health and safety of workers and others is not put at risk, including through the safe use, handling and storage of substances, and must eliminate risks from hazardous chemicals or, where that is not reasonably practicable, minimise them (WHS Act s 19). Part 7.1 of the WHS Regulations adds specific duties for using, handling, generating and storing hazardous chemicals: correct labelling of containers and pipework, placards, outer warning placards and safety signs; a register and, where relevant, a manifest and notice to the regulator of manifest quantities; identifying risk of physical or chemical reaction and keeping chemicals stable; keeping exposure standards from being exceeded; health monitoring; information, training, instruction and supervision; spill containment; obtaining and giving access to the current safety data sheet; controlling ignition sources and accumulation of flammable and combustible substances; fire protection, firefighting, emergency and safety equipment; an emergency plan, copied to the primary emergency service when a manifest quantity is exceeded; stability and support of bulk containers and pipework; decommissioning of underground storage and handling systems; and notifying the regulator of abandoned tanks in certain cases.
