Superannuation rights and obligations come from the NES and superannuation legislation, and clause 19 adds to them. The employer must contribute to a superannuation fund for each employee enough to avoid being liable for the superannuation guarantee charge for that employee. The award's note records that under that legislation employees can usually choose a fund; for a new employee who does not choose, the employer must ask the ATO for any stapled fund and contribute to it; and failing both, contributions go to a fund named in the award that can accept the employee.
