A self-employed person or employer must identify, as far as reasonably practicable, every hazard connected with installing, erecting, commissioning, decommissioning, dismantling and using plant at the workplace where it is located or used, and every hazard connected with the systems of work around that plant. Employees must be consulted, with any health and safety representative involved, when hazards are being identified (Part 4 of the Act, r 21).
