When making a plant design available to the manufacturer, the designer must supply enough information for the plant to be built to the design specifications and, where relevant, information on: installing, commissioning, using, transporting, storing and decommissioning the plant, and dismantling it where it can be dismantled; the hazards and risks of use the designer identified; testing or inspections to be performed; the systems of work and operator competency needed for safe use; and any emergency procedures to be followed if the plant malfunctions (r 81). If a manufacturer tells the designer under r 85(1)(c)(ii) of a design hazard with no risk control, the designer must either revise the information and give it to the manufacturer so that the risk is eliminated or, where that is not reasonably practicable, reduced as far as reasonably practicable, or tell the manufacturer in writing that no revision is needed to comply with this Part (r 82).
