While designing plant, the designer must identify, as far as reasonably practicable, every hazard connected with the use of that plant. The identification happens at the design stage, before the design is handed to a manufacturer, and it is the foundation for the risk control and information duties that follow in rr 77 to 84. Compliance with this regulation counts as compliance with the designer's general duty under section 27 of the Act (r 7).
