A prescribed mine's operator must ensure each shaft winding system has regularly tested ropes able to carry the load a conveyance can reasonably be expected to bear, controls and limiting devices that stop overwinding, overrunning or unsafe speed, devices detecting slack rope, drum slip or tail rope faults and stopping the winder when they occur, and suitable communication to and from each winder room entrance in use. Where person and material conveyances share a shaft, riders need adequate protection from the material conveyance and anything escaping it; in a combined cage and skip, no material may be in the skip while people are in the cage. All electrical and mechanical plant connected with any shaft, including for its operation, maintenance or use, needs energy lockout devices. Loads must not protrude in motion and must be secured so only deliberate removal frees them. Automatic winders need monitoring from outside the winder house, shaft emergency warning systems, and radio or other surface communication with any conveyance carrying people. Loading facilities must be designed and run so nothing spills into the shaft.
