Every mine operator must eliminate risks associated with mining hazards as far as reasonably practicable. Where elimination is not reasonably practicable, it must reduce the risk as far as reasonably practicable by substitution (swapping in a different activity, procedure, plant, process or substance), isolating people from the hazard, applying engineering controls, or a mix of these. Any risk still remaining must then be reduced as far as reasonably practicable by administrative controls, and any risk remaining after that by supplying suitable personal protective equipment to those exposed. Control decisions require consultation with employees and HSRs.
