A prescribed mine's operator must set up and operate a safety management system that comprehensively integrates all controls implemented under r 405, and use it as the main means of ensuring the mine operates safely. The system must be documented and readily understood by its users; describe the safety assessment and the operator's safety policy; set out the systems, procedures and other controls for mining hazard risks; set performance standards that cover every aspect of the system, are detailed enough to make its effectiveness apparent, and include continual improvement steps; say how those standards will be met; and set the process, method and frequency for auditing effectiveness against them. Under r 419 the system must be kept ready for an inspector to examine on request.
