The operator of an MHF must develop a safety role for its employees, setting out the specific procedures they must follow to help the operator: identify major incident hazards and possible incidents under r 368; adopt or review controls under rr 371 and 379; conduct and document a safety assessment; review a safety assessment under r 379; and establish and implement the safety management system. The role must be reviewed whenever circumstances change, including a facility modification, in a way that would call for more or different knowledge and skills from employees.
