Within 90 days after registration of an MHF commences, its operator must give the Authority an outline of the safety case it will lodge with its licence application. The outline must contain a detailed written program and timeline for preparing the safety case that refers specifically to each r 385 matter, the intended scope of consultation during preparation, and a draft emergency plan. If the Authority considers the outline would not yield a compliant safety case it may require amendments, after giving written notice, inviting written submissions within 14 days and considering them. The operator must make required amendments, give the Authority any amended outline (including self-initiated changes) as soon as reasonably possible, and comply with the outline as provided or amended.
