Although Divisions 6 (safety duties), 7 (property protection) and 9 (consultation, information and training) do not apply outright to an MHF that is only registered under Part 6.2, the operator of such a registered facility must still comply with each of those Divisions as far as reasonably practicable. In practice a registered operator, working towards a licence, is expected to be identifying major incidents, assessing and controlling risk, preparing an emergency plan, protecting property and consulting and training employees during the registration period, with the degree of compliance judged against what is reasonably practicable at that stage.
