The operator of an MHF must, as far as reasonably practicable, remove any chance of a major incident. If removal cannot reasonably be achieved, the operator must adopt risk control measures that bring the risk down as far as reasonably practicable. Separately, the operator must adopt measures that, should a major incident happen, would limit, as far as reasonably practicable, how large it is and how severely it affects people on the site and beyond it. The employer must consult employees and any health and safety representative about decisions on control measures (Part 4 of the Act, r 21).
