South Korea AI Basic Act 35: Impact assessment of high-impact AI on basic human rights

What does 35 require?

An operator providing products or services that use high-impact AI makes efforts to assess in advance their impact on people's basic rights, in the content and manner set by Presidential Decree; national institutions that intend to use such products or services give priority to those that have undergone such an assessment.
