Asserting a right to payment for unsolicited goods or services is an unfair practice (paragraph 25). An invoice or document stating an amount for unsolicited goods or services must carry, as its most prominent text, a statement to the effect that it is not a bill and no payment is required, unless the consumer has expressly acknowledged in writing an intention to accept and pay (paragraph 26). Goods or services are unsolicited if the consumer did not request them; a material change to an ongoing supply makes it unsolicited from the change unless consented to in writing; and payment, use, inaction or a request for a similar item do not by themselves show a request or consent (Second Schedule Part 2).
