Saudi Arabia Occupational Safety and Health Management Regulation
Element 3 Planning and implementation: initial review, planning, objectives, prevention and risk control, change, emergency, procurement, contracting – Saudi Arabia Occupational Safety and Health Management Regulation

Saudi Arabia Occupational Safety and Health Management Regulation 3-4-1: Preventive and control measures: risks identified and evaluated and controls applied in order (redesign processes where the source cannot be removed, substitute less hazardous alternatives, provide PPE), measures regularly reviewed, controlled and updated for new activities and materials, compliant with legislation, and every worker told to identify and report risks

What does 3-4-1 require?

Identifying and evaluating the risks to workers' safety and health, and putting the needed preventive and control measures in place, is the facility's responsibility. Where a risk source cannot be eliminated it provides or redesigns processes and procedures so the identified risks are managed safely for the workforce; where possible it swaps a hazardous task, tool, machine, substance or process for a less hazardous one; and it issues suitable personal protective equipment to cut the residual risk. The agreed measures are reviewed, controlled and updated regularly so that activities, processes, equipment and materials, new ones included, remain safe for workers, they comply with Saudi legislation and the facility's other commitments, and every worker is told that spotting and reporting safety and health risks is expected of them. Applies at the lowest, intermediate and highest levels.
