The facility conducts an initial evaluation of its OSH status and practices and documents in writing the actions the evaluation calls for; where no OSH management system exists or the facility is new, the initial evaluation is the basis for establishing and implementing the regulation. The review may be done by the facility or by a third party such as external consultants experienced in OSH evaluation, and is approved by those responsible for OSH in the facility. It determines whether the facility complies with Saudi legislation and its other commitments, identifies and evaluates the risks to safety and health arising from the work environment and its organisation, and judges whether current or planned controls are enough to remove or control them, for instance by analysing data on workers' safety and health. The results go into an action plan that prioritises deficiencies, sets timelines, allocates human and financial resources and names responsible persons; results and plans are documented and communicated to workers; and the people conducting the review are competent and work with senior management, the other workers and their representatives as appropriate. Applies at the lowest, intermediate and highest levels.
