A dominant provider's service obligations extend to installing, operating, maintaining and repairing facilities it owns or provides on customer property (58(1)); any provider may enter customer premises where its facilities are located only after reasonable notice, with properly identified and qualified personnel, with the customer's consent, and with as little interference as possible (58(2)).
