A dominant provider meets quality of service standards set by the Regulator in consultation (in its licence or by order). Once standards exist it reports each quarter in the Regulator's form with actual results for each standard, explains any shortfall and the steps taken or planned, and publishes each report on its website; if the Regulator rejects the explanation (it answers within 30 days, silence meaning acceptance) it orders further steps, extra reporting and any refunds or remedies; the Regulator may require newspaper publication in Samoan and English (57).
