Samoa Telecommunications Act 2005 53: Dominant providers: same terms and quality for all customers unless justified

Unless the Regulator permits otherwise, dominant providers offer all customers the same terms and quality, including tariffs, unless objectively justified by differences in supply conditions such as cost or facility shortages, and must justify differences to the Regulator or stop on order (53).
