When ordered, a service provider submits draft terms of service consistent with the Act, rules, licence and orders describing the basic customer relationship; once approved (after consultation) they replace existing terms and bind provider and customers (54). A dominant provider keeps on its website, in Samoan and English and with easy navigation, its current terms of service, all approved and pending tariffs, and the Regulator's website and contact details with a clear statement that it is regulated and that unresolved disputes may go to the Regulator, and keeps paper copies at its offices for free inspection and supplies tariff copies at reasonable charge; if ordered, directories carry the terms, tariff availability and Regulator details (55), and providers supply telephone directories on the Regulator's terms (56).
