Apart from the deposit, the contractor under a regulated contract must not claim (demand or receive) an amount unless it relates directly to progress of the work at the building site and is no more than proportionate to the value of the work to which the claim relates; the regulation may prescribe proportionality. Work done elsewhere for later installation does not count as site progress. Maximum penalty 50 penalty units.
