Where the contractor engages the building certifier (itself or as the owner's agent), it must give the owner a copy of each certificate of inspection as soon as practicable after receiving it, unless it reasonably believed the owner already had it (20 penalty units). For a level 2 contract, it must give the owner the QBCC consumer building guide before the owner signs, separately or attached (20 penalty units).
