Before starting the contracted services on site, the contractor under a regulated contract must not demand or receive a deposit (any payment before work starts on site, including the insurance premium) of more than 10% of the contract price for a level 1 contract, 5% for a level 2 contract, or 20% where off-site work is more than 50% of the price; for a cost plus contract the estimated amount is used. Maximum penalty 100 penalty units.
