Rules 1100 to 1240: Welding, confined spaces, explosives, materials handling, boilers, pressure vessels, internal combustion engines, machine guarding, electrical safety, elevators, piping identification, power piping – Philippines Occupational Safety and Health Standards

Philippines Occupational Safety and Health Standards R1240: Rule 1240 Power piping lines: applications with signed and sealed drawings filed with the Regional Labor Office, no connection without cleared plans and no operation until final inspection and a safety permit, documented repairs, the PSME Code as minimum, adequate strength, safety and relief valves of sufficient capacity with safe outlets, protected and visible indicating devices, and non-destructive and hydrostatic tests

What does R1240 require?

Applications to install steam, water, air, gas, hazardous substance and oil power piping are filed with the Regional Labor Office with working drawings showing plant piping layout and specifications in five copies signed by the owner and sealed by a licensed mechanical engineer; no line is connected without cleared plans, none is operated until the documents are submitted, final inspection is conducted and the safety permit issued on payment of the fee, and repairs are documented and available at periodic inspection. Chapter 11 of the PSME Code is the minimum for design, installation and inspection. Power piping is strong enough for its use and fitted with safety or relief valves and with indicating and control devices that are accessible and maintained, with discharge capacity sufficient for the size and pressure, outlets placed to avoid hazard to people, rupture discs and similar relief devices installed under a licensed mechanical engineer where the Code is silent, indicating and recording devices protected and visible, pressure reducing valves with relief on the low-pressure side, and construction verified by non-destructive and hydrostatic tests under Rules 1245 and 1246.
