The landlord does not change a lock without the tenant's agreement unless in an emergency, under a Tribunal order, after a co-tenant's tenancy ends, after a tenant or occupant becomes subject to a legal prohibition (such as an AVO, DVO, family violence injunction, bail or parole condition) barring access, or with another reasonable excuse. A landlord that changes a lock gives each tenant the key as soon as reasonably practicable and within 7 days, unless the tenant agrees otherwise or the Tribunal authorises it; no key goes to a person under a legal prohibition from the premises. A tenant may change locks to protect themselves or others from domestic abuse and must then give the landlord a key within 7 days (s 72(2)).
