The landlord does not unreasonably withhold consent to a fixture, or to an alteration, addition or renovation of a minor nature (the Regulation lists the kinds of minor alterations it would be unreasonable to refuse and when the work can be required to be done by a qualified person). It may refuse other work whether or not reasonable.
