The lessor changes a lock only with the tenant's agreement, a reasonable excuse, an emergency or a tribunal order, and gives the tenant a key for the changed lock unless the tenant agrees otherwise or the tribunal orders it; neither party unreasonably refuses to agree to a lock change. Where a tenant changes a lock to protect against domestic violence and gives the lessor a key, the lessor does not give that key to anyone else without the tenant's agreement or a reasonable excuse.
