Netherlands Works Councils Act (WOR) 48: Art. 48 Adopt provisional rules of procedure until the works council adopts its own

The entrepreneur on whom the duty to institute a works council rests makes, by provisional rules of procedure, the arrangements that belong to the council's power (such as the election rules) until the council exercises that power itself, after hearing the trade unions entitled to submit candidate lists; the provisional rules must comply with the Act and lapse when the council adopts its own rules under art. 8. The same applies to central and group councils.
