An entrepreneur maintaining two or more undertakings in which together normally at least 50 persons work sets up a joint works council for all or several of them where that is conducive to proper application of the Act. The same applies to entrepreneurs connected in a group; they designate one group entrepreneur who acts as the entrepreneur towards the joint council. The undertakings covered are then treated as one undertaking.
