A culture that supports resilience shows commitment to shared values and beliefs and to positive behaviour and attitudes. The organization should give priority and resources to: working out the beliefs, values and behaviour that make up its culture, identifying the core values and behaviour that strengthen resilience and setting criteria against which individual performance is assessed; involving people at every level in promoting its values; encouraging creativity and innovation that strengthen resilience; empowering people to recognize threats and opportunities, report them and act on them for the organization's good; and monitoring and reviewing its culture to pick up changes that could affect resilience.
