Leadership strengthens resilience when it develops other people and encourages them to lead in many kinds of conditions, disruption and uncertainty included. The organization should show, and build on: effective leadership at every level that fosters a culture supporting resilience; leadership that adjusts as circumstances change; and leadership that draws on varied skills, knowledge and behaviour to meet objectives. It should give priority and resources to: developing leaders who are trusted and respected, act with integrity and stay committed to resilience over the long term; assigning roles and responsibilities for strengthening resilience; encouraging people to draw out and share lessons from both successes and failures and to take up better practice; and empowering every level to take decisions that protect and strengthen resilience.
