ISO 10006:2003 5.2.3: Leadership

A project manager (who may have another title) should be named at the earliest opportunity, with defined responsibility and authority to manage the project and to set up, run and maintain its QMS, the authority matching the responsibility. The top management of both organizations should take the lead in building a culture of quality by: setting the objectives and the quality policy, quality objectives included; supplying infrastructure and resources; providing an organizational structure that helps achieve the objectives; basing decisions on facts and data; empowering and motivating people to improve product and processes; and planning future preventive actions.
