An effective, efficient project QMS depends on committed, active involvement from top management in each of the two organizations, originating and project. Both should contribute to the strategic process (5.2). As the project organization may break up once the project ends, the originating organization's top management should make sure continual improvement actions are carried through for present and future projects, and both organizations should build a quality culture as one of the factors in the project's success.
