Owners or operators of new tank systems or components must submit with the Part B information a PE-certified assessment that the foundation, structural support, seams, connections and pressure controls are adequately designed and that the system has sufficient strength, waste compatibility and corrosion protection not to fail, covering design standards, waste characteristics, a corrosion expert's determination for metal in contact with soil or water (soil moisture, pH, sulfides, resistivity, structure-to-soil potential, nearby metal structures, stray current, existing protection, and the protection needed), protection of underground components from vehicle traffic, and foundations, anchoring against flotation or in seismic zones, and frost heave. Installation must follow proper handling; before covering, enclosing or use an independent qualified installation inspector or PE must inspect for weld breaks, punctures, coating scrapes, cracks, corrosion and other damage, all remedied first; underground tanks need non-corrosive, porous, homogeneous, compacted backfill; all new tanks and ancillary equipment must be tightness-tested and repaired before use; ancillary equipment must be supported and protected against settlement, vibration, expansion and contraction; the corrosion protection recommended by an independent corrosion expert must be provided (field-fabricated systems installed under the expert's supervision); and written, certified statements by those who certified design and supervised installation must be kept on file.
