EPA RCRA Hazardous Waste Management 264-SubpartAA: Part 264 Subpart AA: Air emission standards for process vents

Applies to process vents on distillation, fractionation, thin-film evaporation, solvent extraction and air or steam stripping operations managing hazardous waste with organic concentrations of at least 10 ppmw at permitted facilities (and to recycling units and 90-day units as specified), with a certification route for vents already controlled under Clean Air Act rules (264.1030). The owner or operator must reduce total organic emissions from all affected vents below 1.4 kg per hour (3 lb per hour) and 2.8 Mg per year (3.1 tons per year), or by 95 weight percent with a control device, with determinations by engineering calculation or performance test (264.1032); closed-vent systems and control devices (condensers, carbon adsorbers, flares, enclosed combustion) must meet design, monitoring (continuous monitors of the parameters indicating performance), carbon replacement and inspection requirements and operate whenever emissions are vented to them (264.1033); test methods and procedures, including the waste organic concentration determinations, are prescribed (264.1034); records in the operating record must include the implementation schedule, vent emission determinations, design documentation and monitoring and inspection data, with exceedance records (264.1035); and semiannual reports are due to the Regional Administrator on control device exceedances not corrected within 24 hours (264.1036).
