EPA RCRA Hazardous Waste Management 264-SubpartL: Part 264 Subpart L: Waste piles

Applies to facilities storing or treating hazardous waste in piles; piles closed with waste in place are landfills, and a pile inside or under a structure preventing run-off and leachate, holding no liquids and protected from wind dispersal and run-on is exempt from 264.251 and Subpart F (264.250). Piles need a liner and a leachate collection and removal system (new units, expansions and replacements: two or more liners with leak detection between, slope, sumps), run-on control for the peak discharge of at least a 25-year storm, run-off management for the water volume of a 24-hour, 25-year storm, prompt emptying of collection facilities after storms, and wind dispersal control (264.251). An action leakage rate and response action plan apply to double-lined piles with the same 7-day notice and 14-day assessment (264.252, 264.253). Liners are inspected during construction; operating piles are inspected weekly and after storms (run-on and run-off systems, wind dispersal controls, leachate collection) and leak detection sump liquids recorded weekly (264.254). Ignitable or reactive waste must be treated or protected; incompatible wastes kept apart and not placed on an undecontaminated base (264.256, 264.257). At closure all residues, liners, subsoils and equipment are removed or decontaminated, or the pile closes as a landfill, with contingent plans for piles without compliant liners (264.258); dioxin wastes need an approved management plan unless the pile is enclosed (264.259).
