Applies to units storing hazardous waste munitions and explosives (264.1200). Storage units must be designed and operated with containment, controls and monitoring that minimise detonation and releases to soil, ground water, surface water and air; provide a primary barrier (a container, including a shell, or a tank); keep outdoor waste and containers out of standing precipitation; provide secondary containment with prompt detection and removal for liquid wastes; and for earth-covered magazines, be constructed of waterproofed reinforced concrete or structural steel arches with steel doors kept closed when not in use, strong enough for the stored load and equipment, giving working space and directing any explosion safely, while above-ground magazines and outdoor or open storage areas must be located and designed to minimise propagation of an explosion; storage must follow a Standard Operating Procedure for safety, security and environmental protection (which can satisfy 264.14 and Subparts C and D where it serves the same purpose), waste must be packaged for safe handling and storage, inventoried at least annually, and inspected and monitored as necessary for explosives safety and to ensure no migration of contaminants (264.1201). At closure the waste and residues must be removed or decontaminated and the unit closed under the closure standards (264.1202).
