All export and reexport licence applications, AGR notifications, STA eligibility requests for 600 series end items and classification requests, with their documents, must be filed through SNAP-R unless BIS authorises paper BIS-748P forms (original forms only) for filers with at most one submission in twelve months, no internet access, rejected or revoked electronic eligibility, a BIS request, or urgency, with the grounds stated in Block 24.
