Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule)
Part 2-4 and Part 2-5: commitments, banking, borrowing, investment, indemnities, insurance, CCE grants, ministerial notices and receipts (sections 18 to 27) – Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule)

Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule) 25B(6)-(7): CCE grants, Minister's own duties: receive and consider the entity's notice before approval, record and declare any conflict of interest, and record reasons for approving a grant or for rejecting one the entity recommended

What does 25B(6)-(7) require?

A Minister must not approve a corporate entity grant without first receiving the entity's notice for the opportunity, assessing the grant against the matters in it, and, if the Minister has a conflict of interest in the decision, making a written record and an appropriate declaration of it. The Minister must record in writing the reasons for each approval and for each refusal of a grant the entity recommended. Subsection 71(1) of the Act separately requires the Minister to be satisfied, after reasonable inquiries, that the spending is a proper use of relevant money.
