Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule) 18: Recording commitments of relevant money: the accountable authority or official approving a commitment records the approval in writing as soon as practicable, consistent with the written requirements, spending limits and instructions of the responsible accountable authority

What does 18 require?

Whoever approves a commitment of relevant money, whether the accountable authority itself or an official, must make a written record of the approval promptly once it is given. An official acting under a delegation or authorisation must approve and record the commitment in line with any written requirements in the delegation instrument, any direction about using the power, and the accountable authority's instructions, including requirements about proper use and spending limits. The approver's general duties of care, diligence and proper purpose under the Act continue to apply. Finance guidance RMG 400 explains the practice.
