New South Wales replaces H2P3: besides keeping ground moisture from causing unhealthy or dangerous conditions, loss of amenity, undue dampness or deterioration, barriers installed beneath slab-on-ground construction must have high resistance to damage during construction. It also replaces H1D4(1): footings and slabs to AS 2870 must include a damp-proofing membrane for the purposes of clause 5.3.3.1 of AS 2870, footings and slabs to AS 3600 must have under-slab barriers highly resistant to construction damage, and Housing Provisions Section 4 remains available within its limits.
