Australia Model Code of Practice: Safe Design of Structures 3.3b: 3.3 Apply recognised standards and the NCC, and do not assume they control workplace risk

Designers should implement solutions from recognised standards. Building laws in each jurisdiction and the National Construction Code (which includes the Building Code of Australia) govern design, focusing on structural sufficiency, safety, health and amenity: structural sufficiency, fire spread, occupant access and exit, firefighting equipment, smoke hazard management, fire brigade access, ventilation, lighting, legionella controls, sanitary facilities and weatherproofing. The NCC refers to Australian Standards, which may not adequately control workplace risks if applied outside the situation contemplated or if out of date, and it gives no guidance on some specialised structures such as major hazard facilities such as refineries.
